New Cemetery Inmate Health Insurance Highlight County Commission Meeting

The following Cullman County Commission business was conducted Tuesday morning (January 9, 2018) at 10:00 am in the commission meeting room of the Cullman County Courthouse.

NOTE: The Cullman County Commission meets every second and fourth Tuesday, except in cases where the meeting date falls on a holiday, in which case the meeting is moved to the following day. Meetings are scheduled for 10 am in the Commission Office Conference Room, first floor, Cullman County Courthouse, Cullman, Alabama, unless otherwise specified.

Cullman County Clerk Charlotte Slatton helped craft, write and then read a PROCLAMATION signed by Chairman Kenneth Walker and Associate Commissioners Garry Marchman and Kerry Watson.

The Proclamation was on behalf of Cullman County Human Trafficking Task Force making January 2018 Human Trafficking Awareness Month.

The proclamation was then presented to the Kathy Wilson, chair of the Cullman County Human Trafficking Task Force, the Honorable District Judge Kim Chaney, Task Force Secretary Blakely Hopper and Gail Swafford, Executive Director of Brook’s Place.

PUBLIC COMMENTS: None

APPROVED: A request from Tom Fayette on behalf of Evangelizers, Inc to designate a cemetery at 1505 County Road 641 in Hanceville. County Attorney Chad Floyd indicated that the Cullman County Health Department had made an assessment at the property with a positive report. Floyd recommended the Commission approve the request.

AUTHORIZED: Joyce Echols to sign a Memorandum of Understanding on behalf of and between CARTS and the Community Action Partnership of North Alabama (CAPNA). County Attorney Floyd indicated this Memorandum was necessary for CAPNA to securing funding for a multi-family living complex they are involved in called the Village of Rock Springs.

AUTHORIZED: EMA Director Phyllis Little to sign a grant from the Alabama Department of Public Health in the amount of $24,000.Director Little indicated the grant funds would be used to support the Cullman’s State Mortuary Team.

APPROVED: Renewal of inmate medical insurance with Optum Insurance through Southeastern Benefits in the annual premium amount of $73,513.44. Top County Administrator Gary Teichmiller explained that this insurance is for inmates treated outside of Cullman Regional with medical bills over $10,000.

APPROVED: A Services Participation Agreement with Prime Health Services, Inc. for negotiation of inmate medical care costs. Teichmiller described how the County would retain 30% of all cost savings utilizing the negotiating services of Prime Health Services.

APPROVED: A proposed plat for Hidden Shores Subdivision, Phase 3, located in District 2 on County Road 2104. This addition to the subdivision will be 6 new lots.

APPROVED: A bond extension for Hidden Shores Subdivision in District 2 off County Road 71. The developer is seeking to reduce the bond money on this project before January 18th.
